These messages usually appear on the browser screen when you are trying to access sites which are blocked by you Network Admin in your office/University.Many of us who are working in IT companies or University students particularly in India are aware of this kind of error messages. I have mentioned India here because there is a huge scarcity of Internet bandwidth in India, so usually it is seen that Indians ban some of the websites in offices/colleges.
